Prestbury F C

 Constitution 

  1. The name of the club shall be Prestbury F C (the ‘Club’)
     
  1. Aims and Objectives of the Club shall be to provide facilities, to promote participation in the game of Association Football in Prestbury and neighbouring areas. To arrange training, matches and social activities for its members and community participation in the same.

We envisage our players to become independent and knowledgeable about the game and well placed to achieve their own potential and play a part in the Clubs success as they develop into adult football. The club is committed to implementing the Child Protection Policy defined by the FA (see Appendix D) and will action it within the best practice guidelines defined by them.
There will be no discrimination (see our “Anti Discrimination Policy” Appendix A) however we are bound by the FA’s rulings (Current at the time) regarding age groups of players and the gender of the players allowed within the age groups. The club is also committed to its Equal Opportunities policy (Appendix C). 

  1. Status of Rules: These rules (the ‘Club Rules’) form a binding agreement between each member of the Club.
     
  1. Rules and Regulations:

a) The members of the Club shall so exercise their rights, powers and duties and shall, where appropriate use their best endeavours to ensure that others conduct themselves so that the business and affairs of the Club are carried out in accordance with the Rules and Regulations of The Football Association Limited (“The FA”), Cheshire County Football Association to which the Club is affiliated (“Parent County Association”) and competitions to which the Club participates.

b) All amendments to Club rules will require a majority of three-quarters of the members present, and on the members register, together with any postal votes that may have been cast by registered members NOT present at the meeting.

            c) The Club will also abide by The FA’s Child Protection Policies and Procedures, Codes of Conduct, the Equal            
            Opportunities and Anti-Discrimination Policy.   

  1. Club membership     

a)      The members of the Club shall be those persons listed in the register ( the ‘membership Register’) which shall be maintained  by the Club Secretary.   

b)      Membership of the club is open to the whole community without discrimination and any person who wishes to be a member must apply on the membership Application Form and deliver it to the Club. Election to membership shall be at the discretion of the Club Committee in accordance with the anti discrimination and equality policies which are in place. Appeal against refusal or removal may be made to the Committee who shall appoint an Appeals Committee to hear the appeal.  Membership shall become effective upon an applicant’s name being entered in the Membership Register

c)      In the event of a member’s resignation or expulsion, his or her name shall be removed from the Membership Register.

d)      The FA and Parent County Association shall be given access to the membership Register on demand.

e)      All fines incurred by players or parents are to be paid by the player or parent. If an appeal is to be lodged against a fine the Committee will treat each case separately with regard to payment of fine/appeal.

f)        Members voting rights at AGMs and EOAGMs are restricted to the following persons

Parents/Legal Guardians of Junior Players.
Senior Side players.
All Existing Officers and Committee members.

The voting rights of the above persons are as follows

The Parents/Legal Guardians of fully paid up players (or having paid the required instalment) in Junior sides will qualify to vote at AGMs and EOAGMs based on one vote per family playing and not on the basis of one vote per person in the family or player from the family.

All existing Officers and Committee members are entitled to vote at AGMs and EOAGMs unless they have used this vote in their capacity as a Parent/ Legal Guardians of a fully paid up player (or having paid the required instalment) in a Junior side.

At such time as the club may have senior sides (over 18) the fully paid up players (or having paid the required instalment) are entitled to vote at AGMs and EOAGMs unless they have used this vote in any capacity defined in the above two paragraphs

No Officer
(see below re Chairperson voting in the case of a tie) or Committee member (holding more than one position) will have more than one vote, to be declared by them in the capacity they select.

The Chairperson will have the casting vote in the event of any tie.
This casting vote will be held in addition to any other voting right the Chairperson may hold and will be used as appropriate only when a Tie occurs.

    Voting on matters of a fiduciary interest can only be voted on by members having the legal status to do
     so (i.e. 18 or over or such age as the current legislation allows)
  
g) All Prestbury F C members with direct access to children and young people will be required to complete a CRB Enhanced Disclosure via The FA CRB Unit. (See special note two) 

6. Annual Membership Fee

a) An annual fee payable by each PLAYING member, payable either in full by the 30th of September or alternatively paid in two equal instalments (One before 30th of September and the other before the 31st of January) shall be determined by the Club Committee and set at a level that will not pose a significant obstacle to community participation. Any fee shall be payable on a successful application for membership and then annually by each member. Fees are NOT repayable after the 31st December and prior to this a 50% refund of the Annual Total membership fee MAY be refunded if the Annual Membership fees have been paid in full.

b 1) The Club Committee shall have the authority to levy further subscriptions from the members as are reasonably necessary to fulfill the objects of the Club.
b 2)
In addition the Club Committee may reduce or remove the subscriptions/Instalments as appropriate if financial conditions are appropriate.

c) A playing member shall not be selected to play in any match if the annual subscription or required instalment is not paid prior to the dates mentioned above, and remains outstanding for more than one month, unless special arrangements have been made (or b 2 above applies).

d) The Committee shall have the power to reduce or wave the subscription to be paid by any existing player or by any new players depending on the circumstances prevailing.

e) The Membership fee is charged as a fee for training and supervision and the privilege of being a member of the club. It does not guarantee match-day selection, for any player nor any percentage of time on the pitch, or an appearance in any particular position.  

7. Resignation and Expulsion

a) A member shall cease to be a member of the Club if, and from the date on which he gives notice to the Club Committee of his resignation. A member whose annual membership fee, instalment or any further subscription levied by the committee is more than two months in arrears of the actual payment date, shall be deemed to have resigned.

b) The Club Committee shall have the power to expel a member when, in its opinion, it would not be in the interests of the Club for them to remain a member.
No member shall be expelled without first having an opportunity to appear before the committee and answering the complaints made against them nor unless two-thirds of the Committee then present vote in favour of the expulsion.
Appeal against such a decision may be made to the Committee who shall appoint an Appeals Committee to hear the appeal.

c) A member who resigns or is expelled shall not be entitled to claim any, or a share of any, of the income and assets of the Club. 

8. Club Committee

a) The Club committee shall consist of a mix of the following Club Officers: Chairperson, Treasurer, Secretary, A Parents representative, all Team Managers (unless synonymous with any of the above) and up to a maximum of  five other members, of whom one will be designated “responsibility for fund raising”.

b) In the interests of continuity the following officers will hold office for a period of 3 years following their election.
Chairperson, Treasurer, Secretary

To ensure further continuity the above three officers will stand for election in alternate years as follows

Chairperson  (initial election AGM 2007)
Treasurer  (initial election AGM 2008)
Secretary  (initial election AGM 2009)

This cycle will then  continue on a three year basis
SEE SPECIAL NOTE ONE

In the event of any of the three officers named above not being able to complete their three year term in office, the replacement Officer will continue/complete the existing term of office in accordance with the above rotation schedule and not start a new three year term on assuming the vacant position.

All other Club officers and Club Committee members shall hold office from the date of appointment until the next Annual general meeting (‘AGM’) unless otherwise resolved at an Extraordinary General Meeting (‘EGM’). One person may hold no more than two positions of Club Officer at any time. The Club Committee shall be responsible for the management of all the affairs of the Club. Decisions of the Club committee shall be made by a simple majority of those attending the Club Committee meeting (Except for items referred to in 7(b), 11(o) and 12(a) when the relevant clause will apply.) The Chairperson of the Club Committee meeting shall have the casting vote in the event of a tie. Meetings of the Club Committee shall be chaired by the Chairperson or in their absence the Club Secretary. The quorum for the transaction of business of the Club shall be three.

c) Decisions of the Club Committee of meetings shall be entered into the Minute Book of the Club to be maintained by the Club Secretary.

d) Any member of the Club Committee may call a meeting of the Club Committee by giving not less than seven days notice to all members of the Club Committee. The Club Committee shall hold not less than four meetings a year.

e) An outgoing Officer/Member of the Club Committee may be re-elected. Any vacancy on the Club Committee which arises between Annual general meetings shall be filled by a member proposed by one and seconded by another of the remaining Club Committee members and approved by a simple majority of the remaining Club Committee members.

f) Save as provided for in the Rules and Regulations of The FA, the parent County Association and any applicable Competition, the Club Committee shall have the power to decide all questions and disputes arising in respect of any issue concerning the Club Rules.

g) The position of a Club officer shall be vacated if such person is subject to a decision of the FA that such person be suspended from holding office or from taking part in any football activity relating to the administration or management of a football club.

h) The Committee may appoint such Sub-Committees as maybe required and such Sub-Committees may be given power to co-opt club members 

9. Annual and Extraordinary General Meetings

           a) An AGM shall be held between 1st June and 31st August each year to:

                i)  Receive a report of the activities of the Club over the previous year

                ii) Receive a report of the Club’s finances over the previous year

                iii) Elect the members of the Club Committee; and

                iv) Consider any other business

The date of the AGM will be notified, using best communication methods available, to all Officers, Committee Members, Members etc in sufficient time to allow clause b, c and d below to be implemented.

b) nominations for election of members as Club Officers or as members of the Club Committee shall be made in writing by the proposer and seconder, both of whom must be existing members of the Club, to the Club Secretary not less than 21 days before the Meeting. Notice of any resolution to be proposed at the AGM shall be given in writing to the Club Secretary not less than 21 days before the meeting.

c) an EGM may be called at any time by the Club Committee and shall be called within 21 days of the receipt by the Club Secretary of a requisition in writing, signed by not less than five members stating the purposes for which the Meeting is required and the resolutions proposed. Business at an EGM may be any business that may be transacted at an AGM.

d) The Secretary shall send to each member at their last known address written notice of the date of a General meeting (whether an AGM or an EGM) together with the resolutions to be proposed at least 14 days before the meeting.

e) The quorum for a general Meeting shall be 3

f) The Chairperson or Club Secretary or in their absence a member selected by the Club Committee, shall take the chair. Each member present shall have one vote and resolutions shall be passed by a simple majority. In the event of an equality of votes the Chairperson of the Meeting shall have the casting vote.

g) the Club Secretary, or in their absence a member of the Club Committee, shall enter Minutes of General Meetings into the Minute Book of the Club. 

10. Club Teams

At its first meeting following each AGM the Club Committee shall appoint a Club member to be responsible for each of the Club’s football teams (team management). The appointed members shall be responsible for each of the Club’s football teams. The appointed members shall present to the Club Committee at its last meeting prior to an AGM a written report of the activities of the team.

a) All matches and training must be supervised by a registered team official of the club. Duplicate attendance registers must be taken at both training and on match days where a copy is to be sent to the Child Protection Officer and the 2nd copy retained by the Manager available for inspection at any time.

b) When selecting teams managers, will take note of attendance at training sessions and players are advised that if training cannot be attended (for any reason) then the manager concerned should be informed as soon as possible prior to the session. 

11. Club Finances- the financial year shall commence on the 1st June and end on the 31st May each year.

a) A bank account shall be opened and maintained in the name of the Club -Prestbury FC & Prestbury FC Fundraiser (two separate accounts). Designated account signatories are Club Secretary, Treasurer, Committee Member and Committee Member Fundraising. No sum shall be drawn from the Club’s accounts except by cheque signed by two of the Four signatories. All monies payable to the Club shall be received by committee member responsible for fund raising, Club Secretary (Or a delegated committee member) and deposited in one of the Club’s accounts.

b) The Club Property shall be applied only in the furtherance of the objects of the Club. The distribution of profits or proceeds arising from the sale of Club Property to members is prohibited. Any surplus funds, profits or assets generated by the club cannot be distributed to the members. Such profits or assets must be re-invested in the Club for the purposes of Football.

c) The Club Committee shall have the power to authorise the payment of remuneration and expenses to any member of the Club (although the Club shall not remunerate a member for playing) and to any other person or persons for services rendered to the Club.

d) The Club may provide sporting and related social facilities, sporting equipment, coaching, courses, insurance cover, medical treatment, away match expenses, post match refreshments and other ordinary benefits of Community Amateur Sports Clubs as provided for in the Finance Act 2002.

e) The Club may also in connection with the sports purposes of the Club

i) Sell and supply food, drink and related sports clothing and equipment. No supply of intoxicating liquor shall be made to or for the purposes of consumption by persons under the age of 18 or any such legislation that may apply at that time. Necessary licensing arrangements must be in place for the sale of any items that require a licence to be held.

ii) Employ members (although not for playing) and remunerate them for providing goods and services, on fair terms set by the Club Committee, without the person concerned being present;

    iii) Pay for reasonable hospitality for visiting teams and guests;

    iv) Indemnify the Club committee and members acting properly in the course of the running of the Club against any liability incurred
         in the proper running of the Club (but only to the extent of its assets).

f) The Club shall keep accounting records for recording the fact and nature of all payments and receipts so as to disclose, with reasonable accuracy, at any time, the financial position, including the assets and liabilities of the Club. The Club must retain its accounting records for a minimum of six years.

g) The Club shall prepare an annual ‘Financial Statement’ in such format as shall be available from the FA. The Financial Statement shall be verified by an independent appropriately qualified accountant and shall be approved by members at general meeting. A copy of any financial statement shall, on demand, be forwarded to The FA.

h) The Club Property, other than the Club Account, shall not be vested in not less than two and no more than four custodians, one of whom shall be the Treasurer (‘The Custodians’), who shall deal with the Club Property as directed by decisions of the Club Committee and entry in the Minute Book shall be conclusive evidence of such a decision.

i) The Custodians shall be appointed by the Club in a General Meeting and shall hold office until death or resignation unless removed by a resolution passed at a General meeting.

j) On their removal or resignation a Custodian shall execute a Conveyance in such form as is published by the FA to a newly elected Custodian or the existing Custodians as directed by the Club Committee. The Club shall, on request, make a copy of any Conveyance available to the FA. On the death of a Custodian, any Club property vested in them shall vest automatically in the surviving Custodians. If there is only one surviving Custodian, an EGM shall be convened as soon as possible to appoint another Custodian.

k) The Custodians shall be entitled to an indemnity out of the Club Property for all expenses and other liabilities reasonably incurred by them in carrying out their duties.

l) A petty cash float of £100 maximum may be maintained by The Club Secretary
A complete record of Petty cash transactions must be maintained and a copy provided to the treasurer on a monthly basis. Receipts for all sums paid out must be signed for at the time the monies are handed over.

m) The Committee must approve all transfers of funds between accounts.

n) Match and training fees are to be collected by the team manager. These fees will be reviewed and amended if costs are exceeding income. Any match day deficit must be recovered by the end of the season.

o) Subject to the authorization of the committee for which a majority of two-thirds will be required, the club may raise money by way of a loan through any source the committee agrees is appropriate for the purpose of the enhancement of the Club facilities or any other purpose agreed by the committee. Should such loans be from Club members then all such repayments occurring as a result of the loan are to be designated as such and not seen to be redistribution of Club assets, funds or profits. Concise records of such payments must be maintained.

p) The committee member responsible for fund raising is authorized to disclose all such information, that may reasonable be required, for the purpose of the applications for grants or a fund raising event. In addition in the absence of (Or time scales not allowing) a meeting approving the application or event, the Committee member is authorized to sign any such application in the name of the club providing discussion with the Chairperson and Secretary have taken place. This authority does not extend to the negotiation of Loans or any borrowing requirement (See o above)

q) For the purposes of fund raising the club will obtain and maintain a licence to hold small lotteries. The licence will require a promoter to be named and this will normally be the committee member responsible for fund raising. The Secretary is responsible for ensuring that this licence need is reviewed annually and renewed as required.

r) All funds obtained will be allocated according to committee decisions, in the best interests of the club as a whole, and no one team or function can claim priority without committee approval.

12. Dissolution

a) A resolution to dissolve the Club shall only be proposed at a General Meeting and shall be carried by a majority of at least three-quarters of the members present and on the members register, together with any postal votes that may have been cast by registered members NOT present at the meeting.

b) The dissolution shall take effect from the date of the resolution.  

c) Upon the dissolution of the Club for whatever reason any assets, remaining after the discharge of all debts and liabilities, of the club must be applied for approved sporting or charitable purposes to comply with the CASC legislation. The Committee of the club shall be responsible for deciding upon the distribution of the assets and if it is a charity then that charity must be registered with the Charities Commissioners. No assets must be disposed of to members. In the event that the Committee is unable to fulfil the above dissolution function then the Parent County Association or The FA are authorised to carry out this dissolution process within the same guide lines. 

13. Grievance/Discipline/Appeals Procedures

a)         If any member has a grievance about an issue relating to the running of the Club or their treatment by it, then they may make a complaint. All complaints/grievances/appeals must be made in writing to the Secretary or Chairman and must be dated and signed by the members/member making the complaint/grievance/appeal (see Appendix B re Complaints procedure). The secretary will acknowledge receipt within 7 days and the Committee will respond in any event within 28days. 

b)         The Committee shall appoint a Disciplinary sub-committee who will meet to hear complaints within 28 days of a complaint being lodged.  Any member requested to attend a Disciplinary sub-committee shall be entitled to be accompanied by a friend or other representative and to call witnesses.  The Committee (or its sub-committee) has the power to take appropriate disciplinary action, including the termination of membership.

The outcome of the disciplinary hearing shall be put in writing to the person who lodged the complaint and the member against whom the complaint was made within 28 days following the hearing.

There shall be a right of appeal to the Committee against either the finding or the sanction imposed or both following disciplinary action being taken.

The Committee shall appoint an Appeals Committee (a maximum of three) which shall not include members involved with the initial disciplinary hearing but may include non members of the club.  The Appeals Committee shall consider the appeal within 28 days of the Secretary receiving the appeal.  The individual submitting the appeal shall be entitled to be accompanied by a friend or other representative and to call witnesses.  The decision of the Appeals Committee shall be final and binding on all parties.

14. Child Protection

Prestbury FC, shall through the Child Welfare Officer, adhere to the Child Protection Procedures and Practices defined within the Football Association handbook and in addition our own policies as defined in Appendix D.

The role of the Child Welfare Officer shall be:-

a) To support the Club to disseminate The FA Child Protection Policy, Procedures and Practices together with the Clubs own policies.

b) Undertake any necessary meetings and make presentations to the Club, its officials, players and parents/guardians.

c) Play an active role in the delivery of the FA’s and the Clubs strategic plan for Child Protection in football.

d) Be the prime contact for any parent or player that has any Child Protection related issues/concerns.

e) To treat all issues sensitively and in accordance with best practice.  

15. Behaviour

a) All Club officials; Team Management, Players and their Families are expected to behave in a manner consistent with the good name and reputation of Prestbury FC and in accordance with the codes of conduct issued by the FA and the Leagues and competitions in which we participate. Anyone who brings the name of Prestbury FC into disrepute by their conduct may be expelled from the Club. No expulsion of a player shall take place other than as authorised by the Committee. The expulsion procedure will be put into action in the event of a request being received from the Team Manager. The Committee will determine the procedure to be followed in all cases. If expulsion is ordered those concerned are entitled to a right of appeal, such an appeal is to be made in writing to the Secretary within 14 days of any such expulsion, whereupon an appeal meeting will be convened within one month of the written appeal being received by the Secretary.
b)
Player or Member fines, the Member/Player is responsible to pay all fines imposed on him /her for any reason by either Prestbury F C or the officiating body, any outstanding fines will be reported to the official body if the player leaves Prestbury F C without settling the debt. 

16. Insurance

a) The Club will purchase and maintain Public Liability Insurance cover which ensures that all associated individuals are protected, as may be permitted by law, should any claims arise that fall into this category.

b)The Club will purchase and maintain Personal Accident Cover to at least the minimum level offered via the recognised County F A body for all Players, Coaches and Managers. This cover will only apply when associated with official Fixtures or organised training.

Special notes

One, for the purpose of launching Prestbury F C and continuity needed Officer/Committee roles were filled by volunteers. All Officer/Committee members, if they so wish, will continue on/in these positions until the normal election process becomes effective (see 8b).

Two If there are concerns regarding the appropriateness of an individual who is already involved or who has approached Prestbury F C to become a member guidance will be sought from The Football Association. It is noted and accepted that The FA will consider the relevance and significance of the information obtained via The FA CRB Unit Enhanced CRB Disclosure and that all decisions will be made in the best interests of children and young people.

APPENDIX A 

Prestbury FC

Anti Discrimination Policy

Prestbury F C is responsible for setting standards and values to apply throughout the club at every level. Football belongs to and should be enjoyed by everyone equally.

Our commitment is, to confront and eliminate discrimination by implementing our anti-discrimination policy, not to discriminate or in any way treat anyone less favourably on the grounds of: racism, culture, sexism, sexual orientation, colour, ethnic origin, nationality, gender, class, age, disability, appearance, marital status, society position or religion.

Equality of opportunity at Prestbury F C means that in all our activities we will not discriminate or in any way treat anyone less favourably on grounds of racism, culture, sexism, sexual orientation, colour, ethnic origin, nationality, gender, class, age, disability, appearance, marital status, society position or religion.

This includes:

Prestbury F C will not tolerate sexual or racially based harassment or other discriminatory behaviour, whether physical, written or verbal and will work to ensure that such behaviour is met with appropriate action in whatever context it occurs.

 APPENDIX B

Prestbury FC

 COMPLAINT/GRIEVANCE PROCEDURE

Complaints can arise through simple misunderstanding or genuine dissatisfaction. Usually, discussing the matter determines its cause and a solution that satisfies can be found. If you are unhappy in any way at all, please tell us so we can do something about it for you.

If you have a complaint or concern, the person to informally discuss it with in the first instance is:

The Secretary or The Chairperson.

We would hope that the issue could be resolved at this level. 

If however, you feel that the issue is of a serious nature or you are unable to resolve the issue informally; all concerns/complaints must be made in writing to the Secretary or the Chairperson and must be dated and signed by the members/member making the complaint/grievance.

The Secretary or the Chairperson are responsible for acknowledging receipt of your complaint within 7 days.

Please address all formal complaints to Prestbury F C and they should be sent to the club at its recorded address or given by hand to any committee member. 

The Committee will then formally respond within 28 days 

To provide peace of mind that we have recognized your formal complaint we will keep a written record of it that you may inspect. We will also keep a record of what we have done to seek to satisfy the matter.

 APPENDIX C

 Prestbury F C

 Equal Opportunities Policy

Prestbury F C is committed to a policy of equal treatment of all members and requires all members of whatever level or authority, to abide and adhere to this general principle and the requirements of the Codes of Practice issued by the Equal Opportunities Commission and Commission for Racial Equality.

All members are expected to abide by the requirements of the Race Relations Act 1976, Sex Discrimination Act 1986 and Disability Discrimination Act 1995.
Specifically discrimination is prohibited:

·        Treating any individual on grounds of racism, culture, sexism, sexual orientation, colour, ethnic origin, nationality, gender, class, age, disability, appearance, marital status, society position or religion less favourably than others.

Prestbury F C commits itself to the immediate investigation of any claims of discrimination on the above grounds and where such is found to be the case, a requirement that the practice cease forthwith, restitution of damage or loss (if necessary) and to the investigation of any member accused of discrimination.

Any member found guilty of discrimination will be instructed to desist forthwith. Since discrimination in its many forms is against the Football Club’s policy, any members offending will be dealt with under the disciplinary procedure.

The Football Club commits itself to the disabled person whenever possible and will treat such members, in aspects of their recruitment and membership, in exactly the same manner as other members, the difficulties of their disablement permitting assistance will be given, wherever possible to ensure that disabled members are helped in gaining access.

Appropriate training will be made to such members who request it.

Appendix D

Prestbury F C

Child Protection Policy

In partnership with the Football Association (to include the Cheshire County Child Protection Officer), the Stockport Metro Junior Football League, Cheshire Police, and Local Social Services, Prestbury FC is committed to encouraging all Club Officials, Team Managers, Coaches, Parent & Spectators and Players, to maintain the safest possible environment for young people in which to practice, play football and enjoy social activities. We will ensure that all our team managers, coaches and officials that have direct contact with the players are vetted through the FA CRB scheme (police checks). We recognize that the CRB process can be a lengthy one and as such will ensure that any persons awaiting the results of these checks will be supervised at all times by a senior official of the Club, whilst working with the players.

Visiting/guest coaches who cannot provide CRB clearance will also be supervised at all times by a senior official of the Club.

As part of our commitment to Child Protection it is essential that the following list of people adhere to the Codes of Conduct as defined below and as a condition of being part of or associated with Prestbury F C all parties named are bound by these codes. Any person offending any one of these codes may be reported to the Club Committee for the appropriate action to be decided.

  A) Code of Conduct for Managers and Coaches

Coaches are key to the establishment of ethics in football. Their concept of ethics and their attitude directly affects the behaviour of players under their supervision. Coaches are therefore expected to pay particular care to the moral aspect of their conduct.

Coaches have to be aware that almost all of their everyday decisions and choices of actions as well as strategic targets have ethical implications.

It is natural that winning constitutes a basic concern for coaches. This code is not intended to conflict with that. However, the code calls for coaches to disassociate themselves from a ‘win at all costs’ attitude. Increased responsibility is requested from coaches involved in coaching young people. The health, safety, welfare and moral education of young people are a first priority, before the achievement or the reputation of the Club, coach or parent.

The Club is committed to developing a system whereby at least one Manager or Coach per age group has achieved the Football Association Level One Qualification.

1.      Managers and Coaches must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport.

2.     Managers and Coaches must place the well being and safety of each player above all other considerations, including the development of performance.

3.      Managers and Coaches must adhere to all guidelines laid down by governing bodies.

4.      Managers and Coaches must develop an appropriate working relationship with each player based on mutual trust and respect.

5.      Managers and Coaches must not exert undue influence to obtain personal benefit or reward.

6.      Managers and Coaches must encourage and guide players to accept responsibility for their own behaviour and performance.

7.      Managers and Coaches must ensure that the activities they direct or advocate are appropriate for the age, maturity experience and ability of players.

8.      Managers and Coaches should at the outset clarify with the players (and where appropriate, parent) exactly what is expected of them and also what they are entitled to expect from their coach.

9.      Managers and Coaches must fully co operate with other specialists (eg other Managers and Coaches, officials, sports scientists, doctors and physiotherapists) in the best interests of the player.

10.  Managers and Coaches must always promote the positive aspects of the sport (eg fair play) and never condone violations of the Laws of the Game, behaviour contrary to the spirit of the Law of the Game or relevant rules and regulations or the use of prohibited substances or techniques

11.  Managers and Coaches must consistently display high standards of behaviour and appearance.

12.  Managers and Coaches must never use or tolerate inappropriate language

 B) Code of Conduct for Parents/ Spectators 

Parents and spectators have a great influence on children’s enjoyment and success in football. Children play football first and foremost because they love playing. Prestbury FC is dedicated to nurturing that enjoyment and enthusiasm for the game as a foundation for developing the skills and tactical abilities of each child. We believe that taking part in club activities contributes to each child’s personal development and self esteem.

All of our teams play to win, but not at any cost. It is important that children play games in the right spirit and in a supportive atmosphere which allows them to play to the best of their abilities.

In order to achieve this result we rely heavily on the parents and supporters who attend matches to behave in an appropriate manner and to give their support in the right way.

We therefore require all parents and supporters who attend Prestbury F C matches to read, understand this code of conduct, and to abide by it at all times.

Obligations towards the team:

Parents and Spectators should:

1.      Encourage all members of the team by applauding good play (not just goals scored)

2.      Show understanding when players make mistakes or if the team loses

3.      Be positive; discuss performances in a constructive manner at an appropriate time. Focus on things the child did well, don’t dwell on mistakes

4.      Leave it to the coaches to instruct the players during the games.

5.      Never use abusive language or behaviour to any player, including your own child.

 Obligations to the other team

Parents and spectators should

  1. Applaud the opposition or good play, not just your own team
  2. Respect the opposition players coaches and supporters
  3. Not shout or scream or use abusive language

 Obligations to the officials

Parents and spectators should

  1. Respect the referees and linesman’s decisions
  2. Never argue with an official, even if you think their decision is wrong

Obligations to the Club

  1. Ensure your child has proper food and rest before a game. No late nights or sleepovers the night before!
  2. Never act in an abusive way to an official, coach, manager or player in the club, and never use racist language or behaviour.
  3. Support the Club by attending matches and fundraising activities. The Club is run entirely on an entirely voluntary basis. Always volunteer your services before criticising others for perceived failings.

 C) Code of Conduct for Team Officials

 This code applies to all team/club officials

 Obligations towards the Game

The Team Official should

  1. Set a positive example for others, particularly young players and supporters.
  2. Promote and develop his/her own team having regard to the interests of the Players, Supporters and reputation of the National Game
  3. Share knowledge and experience when invited to do so, taking into account the interest of the body that has requested this rather than personal interests
  4. Avoid all forms of gamesmanship
  5. Show due respect to Match Officials and others involved in the game
  6. Always have regard for the best interests of the game, including where publicly expressing an opinion of the game and any particular aspect of it, including others involved in the game
  7. Not use or tolerate inappropriate language

 Obligations towards the Team

The team official should

  1. Make every effort to develop the sporting, technical and tactical levels of the club/team, and to obtain the best results for the team, using all permitted means.
  2. Give priority to the interests of the team over individual interests
  3. Resist all illegal or unsporting influences, including banned substances and techniques
  4. Promote ethical principles
  5. Show due respect for the interests of the players, coaches and officials, their own club/team and others

Obligations towards the Supporters

The team official should

  1. Show due respect for the interests of the supporters

Respect towards the match officials

A team official should

  1. Accept the decisions of the match official without protest
  2. Avoid words or actions which may mislead a match official
  3. Show due respect towards match officials

 D Code of Conduct for Players

This Code applies to all players whilst taking part in Games, training or social activities associated with Prestbury F C.

  1. Play to enjoy football. Always try your best to improve your skills and play well.
  2. Football is a team game, always do your best for your team, remember football is a team sport not an individual sport.
  3. A goal is the result of a team effort not an individual
  4. Play within the rules always respect the rules they are there for all players
  5. Never argue with the referees or coaches- they are there to help you. Their decision is final (even if you think they are wrong)
  6. Don’t show off, lose your cool, pick on other players or generally misbehave, it is not part of football, remember a team that plays together, celebrates together, will win together.
  7. Respect good play from your opponents and your team
  8. Help your team-mate’s coaches, officials, opponents. You cannot play football on your own
  9. DO NOT use or tolerate inappropriate language.
  10. If you are unhappy with the ways things are going with the training, selection, tactics, coaching, etc, don’t be afraid to talk it through with your coaches and team manager. They are there to listen and help you.
  11. Whilst taking part in other activities associated with Prestbury F C to always act in a manner that does not cause inconvenience to anyone or bring the name of Prestbury F C into disrespect
  12. Always listen and obey instructions given by the person in charge of you.
